That it might have been better not to separate the last two films, for reasons of continuity rather than commerce, cannot be in doubt, but if it must stand alone this film certainly garners to itself its fair share of pity and dread, making it the most satisfying of the cycle. There can be little better climax than a face-to-face amid the ruins of Hogwarts, and the effects department excels itself with images reminiscent of The Lord of the Rings.
